Family Support and Stabilization
At Empower, our Family Support and Stabilization Program (FSS) is driven by a deep commitment to creating a secure, stable, and nurturing environment for children of all ages and families of any size. Our mission centers around enhancing the well-being and resilience of every individual and family member, preserving their dignity, and addressing their unique social, emotional, and developmental needs. We extend caregiver support to all family systems, including biological, foster, kinship, pre-adoptive, and adoptive families.
Building on Strengths and Fostering Growth
Empower’s Family Support and Stabilization program is funded by the Department of Children and Families (DCF). FSS is designed to provide individual and family therapy, parent skills training, and unwavering support. Through clinical case management services and parental capacity evaluations, we deliver these essential, in-home services, emphasizing a solution-focused and strength-based approach.
Empower’s FSS program extends concrete assistance to help families navigate, advocate for, and collaborate with various systems and resources. Our dedicated FSS team works closely with DCF and other support providers, ensuring a comprehensive, wrap-around approach to service delivery.
The FSS clinical team includes Master’s and Bachelor’s level social workers with specialties in childhood behavior and development, trauma, substance abuse, and behavioral health issues. Our program has language capacity and access to translation services. Our clinicians are trained in the ARC (Attachment, Regulation, and Competency) model, a clinical intervention utilized to strengthen engagement.

Caring Support Tailored to Your Needs
Services require a referral from a DCF area office. Generally, services are available through the Family Networks Program in the Arlington, Brockton, Cape Cod, Fall River, Plymouth, New Bedford, and Taunton DCF areas.
